    Org. Setting and Reporting

    This position is located in the Office of the Special Representative of the Secretary-General for the United Nations Assistance Mission in Afghanistan at UNAMA Headquarters in Kabul . Kabul is classified as an "E" hardship non-family duty station. The incumbent reports to the Special Representative of the Secretary-General for Afghanistan (SRSG).

    Responsibilities

    Within delegated authority, the incumbent will be responsible for the following duties: - Provides advice to the SRSG and senior management on women, peace and security issues and mainstreaming a gender perspective into the tasks of the Mission.? Leads the strategy to implement Security Council resolution 1325 (2000) and other relevant resolutions on women, peace and security.

     

    -Provides senior management with analysis and guidance on ensuring effective implementation of women peace and security mandates and Departmental policies on gender equality. Convenes and acts as a Secretary of the Senior Leadership Gender Dialogue.

    - Supports and assists senior management to meet their accountability goals on gender equality in line with the Security Council mandates on women peace and security.

    -Oversees the development of a mission-wide action plan to translate existing mandates and policies on the promotion of gender equality in all activities of UNAMA.

    -Establishes and oversee mechanisms for monitoring, evaluating and reporting on gender mainstreaming in mission activities.

    -Supports Mission leadership to engage with relevant international, regional and national actors on the participation and inclusion of women in all phases of peace processes, as well as women's participation in political and electoral processes.

    -Supports women's participation in the fight against violent extremism.

    -Contributes to all mission planning and related reporting processes.

    -Ensures liaison and coordination with partners, internal and external, as related to gender equality

    -Drafts, edits all final reporting and written materials from the Gender Advisory Unit and reports regularly to Headquarters on gender activities.

    - Oversees the work of the gender Advisory Unit, the inputs of the Gender Task Force members and all gender-related outputs of the Mission.

    -Represents the Mission on women peace and security issues, as required.

    -Performs any other duties, as required 

    Competencies

    Professionalism: Knowledge of and exposure to a range of gender rights issues, including approaches and techniques to address and advise on gender mainstreaming in political and dialogue processes and other highly sensitive and complex negotiations and development programmes. Knowledge of institutional mandates of women’s rights and other UN organizations, prevailing policies and procedures related to women’s rights and gender mainstreaming. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.     Communication: Speaks and writes clearly and effectively; Listens to others, correctly interprets messages from others and responds appropriately; Asks questions to clarify, and exhibits interest in having two-way communication; Tailors language, tone, style and format to match the audience; Demonstrates openness in sharing information and keeping people informed.

     

    Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

    Education

    Advanced university degree (Master's degree or equivalent degree) in international law, international relations, human rights law, social science or related humanities field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

    Required experience:

    -A minimum of ten years of progressively responsible experience in policy, advisory, human rights, rule of law or programme management experience at the national and international levels related to the promotion of gender equality, women's rights or women, peace and security implementation.

    -Experience integrating gender perspectives into mainstream policies or programmes.

    -Experience advising senior management.

    -Experience working in an international organization or non-governmental organisation in a conflict or post-conflict setting.

     

    Desired experience:

    -Experience working in Afghanistan.

    Languages

    English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (oral and written) is required. Knowledge of another UN official language is an asset.

    Assessment
